Not sure this applies to this category, and it’s NOT a person. But, the Kentucky Optometrists certainly had their bill “greased” all the way from the individual lawmakers, legislative committees, chamber leadership to the Governor himself–before any of the process started. Sure, it builds access, but in an administration where the Governor has declared that Medicaid would be expanded “not one dollar” (using the same inflection of “get off our backs”), it was amazing how quickly and how quietly this went from a bill request to a signed law.
