This says paid for by an Exploratory Committee. As you have been pointing out for years, there are rules governing those. One has to do with once you start calling yourself a candidate, as opposed to just thinking about a candidacy, the so-called testing of the waters.
The last sentence of his third paragraph is not “exploratory” – it states “Larry looks forward to bringing common sense business practices to the U. S. House of Representatives.”
That is the candidate proposing himself as candidate. I don’t claim to know the FEC laws as you do, but I think he has crossed a threshold with that one single line.
