		<description>I hate to be picky on this but they looked at all states. Its just that KY didn&#039;t quite make the cut in terms of how KY rated along side of the other states. They used a score card analyzing each state. KY&#039;s score of was 21 and their cutoff was 22 for similarities to CA. While the scoring may be arbitrary in your terms it made sense to not include states with a lower score than 22. I don&#039;t think they were saying anything about the fact that KY or any of the other states were not hit hard. It was a matter of degree from their perspective.</description>
