Thanks to Governor Fletcher for taking most  of the working poor off of Kentucky&#039;s tax rolls. (Was this his only notable achievement?) Kentucky used to be #1 in the nation at taxing people at the poverty line. Now, they&#039;re still one of 17 states or so that nail the working poor, but at least it&#039;s only a little bit now.</description>
