    Makes perfect sense to me. One of the few truthful things Beshear has “said” or done.

    With a state budget crisis and an Education Cabinet secretary vacancy (hmmm), our governor wastes his time signing this meaningless nonsense?

    I wonder which he signed first…the proclamation itself or did he endorse the back of the check that was paper-clipped to it?
