Nobody noticed until now, because there has always been inflation to some degree and increases, however insufficient, have come. I guess offering a bribe to placate the SS recipients is easier and takes less courage than admitting that the COLA they've been getting all along, was engineered to be less than the actual costs of living increases in the real world. I hadn't considered that before- but once they consent to religious protection, they really have compromised their stand against excluding protections to gay.
