Todd Hollenbach is Withholding Public Records

Didn’t want to go public with this, but I guess I have to.  I wanted to keep this private until proof was in-hand.  And if I couldn’t prove it, I wasn’t going to mention it.  But.  State Treasurer Todd Hollenbach and his pal/employee Maurice McDaniel are attempting to keep me from receiving public documents. That’s according to a source within the Office of the Attorney General a source within the Treasurer’s office.

On August 27 I filed an open records request for the following:

  • All time sheets, calendars and schedules for State Treasurer Todd Hollenbach from the first date of his official service as Treasurer to present day
  • Security camera footage from front entrance that would provide visual confirmation of arrival and departure of Todd Hollenbach from the first date of his service as Treasurer to current

On September 3 I received a letter from Deputy State Treasurer Mary John Celleti:

The Kentucky State Treasury is in receipt of your Open Records Request seeking copies regarding:

  1. All time sheets, calendars and schedules for State Treasurer Todd Hollenbach
  2. Security camera footage from the front entrance, confirming Treasurer Hollenbach’s arrival and departure.

Please be advised that the Treasury is in the process of filling said request and it may take some time to gather and review all the requested information. Due to the expansive nature of the security camera footage the request may be expected to take more than ten days. Once the documentation has been gathered and reviewed, it will be made available to you. If you have any questions, please feel free to call

It’s now been a month since I filed the request, so I decided to poke around a bit. Low and behold, with the help of great sources, I’ve learned that Todd Hollenbach and his henchman are trying to prevent access to the requested documents. Documents and media which, according to four people in the office of the Treasurer, prove that: Todd Hollenbach barely ever shows up for work, spends most days at a country club and goes out of his way to do absolutely nothing. So you know he’s got something to hide.

I hear through the grapevine that Hollenbach has requested that the Attorney General provide him with an opinion that would not be in my favor. His excuse? It’s too time consuming to provide that documentation. Hollenbach & “Mo” are also telling people that they’ve asked the OAG to determine whether or not I am singling Todd out (he wants OAG to find out if I’ve requested the documentation of other Constitutional officers).

So I’ll say it loud and clear: It’s none of Todd Hollenbach’s business what records I am reviewing or investigating. I have reason to believe he is wasting taxpayer dollars by, you know, not doing his job. And there’s a pretty good way to prove it– the documentation requested. He’s hiding the documentation because he has a reason to hide it. He knows the truth won’t set him free.

That said, I am singling Todd out. None of our other Constitutional officers have ever made me file a records request – they’ve just ponied up the information requested. Because they do something novel: their actual job.

Further, I hear that Todd & “Mo” are attempting to get a reporter to file records requests of all Constitutional offices re: travel information and invoice information in an attempt to show how frugal he happens to be. But I have news for him: No amount of positive press will hide the facts.

There is no legal reason for this information to be withheld from my request. His official schedule is not a state secret. Past security footage, used solely to determine the times which Hollenbach has entered and left the office, is not a state secret.

If Todd Hollenbach wants to be difficult and cost the Commonwealth of Kentucky tons of money? We’ll go as far as we have to in order to protect the public’s right to know. Because the Commonwealth of Kentucky deserves to know the truth – whatever it is – and will not be slighted if we have anything to do with it.

    The reason his invoices are so low, is that while at the country club, he had his bills put on the Underhill’s tab.

    rumor is that while he’s claiming hours of work that farmer is actually around the state with some Roberts guy and the ladies. all rumor of course.

    Surely to goodness constitutional officers aren’t required to fill out timesheets like the rest of the peons in state government. Are they?

    That being said, if Hollenbach isn’t doing any work, it’s all the more reason to abolish the constitutional office of state treasurer and give those duties to the appointed secretary of Finance and Revenue, or whatever the cabinet is named this week.

    Then abolish secretary of state. And the elected commissioner of agriculture. And make auditor and attorney general appointees requiring supermajority legislative approval by one or both houses.
