		<description>Davi, public agencies and governments with big payrolls, thousands of consumers/ constituencies, and huge budgets are subject to more regulations than private firms. (see for example the state procurement code which prescribes how purchasing must be done) The in-house lawyers are the ones who review the contracts, oversee the bidding processes, handle employee issues, etc. If the in-house attys are in trial for 2 weeks, that&#039;s 2 weeks of paper stacking up and a lot of administration grinding to a halt.
I&#039;d be surprised if UofL has that many firms on contract, but they may have different firms for different types of legal needs.</description>

Nobody expects them to win, just to churn out the bills for legal services. And in return, the fat cats get free legal services for their DUI sons and any other favors the big law firms can hand out.</description>
