Welcome to Day 5 of the Golden B.S. Awards in honor of Page One’s second birthday (August 13th!). Ten lucky (unlucky?) winners will receive a fancy pile of golden b.s., pictured at left. You know the drill.

Which elected officials, public officials, candidates, reporters, public figures, et al are absolutely full of it? We need your input!

Each day for the next five days we’ll announce a new award category for which you may submit an unlimited number of nominees.

After all nominations are received for all announced categories, we’ll announce the winners and promptly send along golden piles of poo to recipients. Let’s make this as scandalous and appropriate as possible.

    James Ramsey, the UofL president who couldn’t keep all his Indians on the reservation, though he and Felner tried quite strongly.
    Shirley Willihnganz, the UofL provost and “communications” expert who failed to communicate with a faculty that needed courageous deeds and didn’t get them.
    UofL Board of Trustees: What year is it? Who are we? Why are we here?

    The housing director lady was Kimberly Bunton, and she’s my nominee too — because her financial shenanigans sickened even state auditors.

    Just a nother Abramsonsian (dis)appointment.

    Yeah… Bunton’s not gonna win it. She’s no longer in the job and it’s definitely not the worst thing to happen with an appointee. Not even in the last week.

    How about the voting members of Lexington’s Courthouse Area Design Review Board, who have not once, but twice, bought the bullshit that the Webb Companies are selling about CentrePit. Jim Newberry appointees carrying the water for the man that they answer to, all while screwing the average Lexingtonian…

    Hands down, Gilles Meloche, the Director of Metro Animal Services, the subject of at least 40 stories in the media relating to his incompetence notwithstanding his MBA and his Assistant Director(Mini Me) with an MPA. Some of the examples of what we believe is gross incompetence are mandating citizens to buy his microchips which often cannot be scanned and/or recorded, entering into a partnership agreement with no oversight and giving the people’s animals to be sold by an individual who’s agency was cited and had animals removed for poor conditions,selling those animals with poor supporting records where it is virtually impossible to trace the transactions, running a shelter which a state agency deemed grossly overcrowded, disillusioning employees and the citizens of Louisville Metro by his tactics and blatant disregard for the constitutional rights of its citizens, and most importantly for having an arrogant and anti- public servant attitude stating in a deposition that poor people should not own animals. We believe that it is a “slam dunk” . Sorry, I can’t be funny about this, it is far too horrible.

    For Worst Example of Total Incompetence the award must go to director of Metro Animal Services Gilles Meloche who has managed to give the best magician’s performance seen in metro government history.
    Meloche has actually kicked incompetence up a notch. People are amazed at the disappearing employees, animals and records!
    People are astounded when he changes ordinance fees and penalties at a blink of an eye! How does he do it? Or more importantly, why?
    His incompetence defies belief. His mysterious power over everyone at MAS is astounding. As if under some evil spell, clerical employees seem unable to enter data that will account for the animals that enter and leave MAS. As if under a spell, his able assistant director of community relations Jackie Gulbe magically explains away any stinking mess that Meloche creates. Ta da!
    His magical talents also seem to enable him to make his sordid past and predictable patterns of incompetence disappear with the Mayor and his department head.
    His mystical ways of testifying before council hearings astounds all but the most sophisticated office holders. His artful use of smoke and mirrors persuades all but the most discerning skeptics.
    His latest feat of magic is to make himself “disappear” at MAS leaving staff mystified and assistant director Wayne Zelinsky dutifully holding his cape.
    Can’t wait for Meloche to take his “show” on the road cause it don’t play in the ‘Ville. Yes, the ‘Ville has had its fill of the Great Meloche. He’s the hands down winner.

    I nominate Gilles Meloche, director of Louisville Metro Animal Services.

    This man is an arrogant pseudo-vet with years of experience at being corrupt and incompetent. He cannot practice veterinary medicine in Canada because of a steroid (human variety) scandal. His incompetence and scandal were legend in Tallahass, FL and Raleigh, NC, so we come by this incompetence and scandal honestly!!!!

    Yet, unphased by exposures in all Metro Louisville media, except the Courier-Journal (which still lloves him), Dr. Melloche goes about his corruption, violation of others constitutional rights, and continued fiscal malfeasance with reckless abandon.

    This is a shoe-in! The despicable head of Metro Animal Control: Giles Meloche DVM, MBA, BFD. It’s a shoe-in because he’s already on Kelly Downard’s radar for an investigation (brewing for months based on dozens of citizen complaints about illegal searches & seizures, overcharging, unwarranted confiscation and/or euthanization of their pets, the list is endless!).

    Adding to this are the multiple complaints of current and former employees who allege everything from financial extortion to sexual harassment (multiple counts) and Meloche’s policies fostering rampant outbreaks of disease in the shelter.

    The disease conditions have also led to many complaints from people who adopted or reclaimed animals which became severely ill (or died). Makes you wonder how many box tops Meloche needed to send in to get that Doctor of Veterinary Medicine degree?

    And, while Jerry hired him because of his credentials, the fact that Meloche also boasts an MBA leads to much head-scratching when you learn that he dismally FAILED his 2007 Metro audit (which earned him a 10% pay raise from the Jerrmeister). However, Downard’s investigation is also going to focus on the results of a current audit which show that not only didn’t Meloche clean up the problems from several years ago, they have gotten worse! Records are missing, ANIMALS are missing and, apparently, money is missing too. Add to that Meloche having entered into a partnership agreement with a private company which involves a mutual diddling of the books (not to mention allegations of another type of diddling), and you’re left wondering just how much of a pay raise Jerry will lavish on him this year!

    The poster boy for the Dem’s version of Nanny Government, Meloche believes that HE is the one to decide whether or not you should own an animal. And, in a 2008 deposition where he channeled Jerry Abramson’s “too poor & too black” mindset, Meloche actually declared that poor people should not not allowed to own pets.

    Added to that, he has an obsessive reaction to any animal with intact genetalia, the mere thought of which can send him into a warrant-forging, jack-boot invasion of your home to confiscate said animal and forcibly remove its procreative parts. Given his own penchant for sexual predations, one’s mind is left spinning at the psychological implications of that behavior!

    When it comes to poo, Meloche has caused and spread so much of it, it’s only fitting (in so many ways!) that he recive an award for all that he has accomplished.

    I nominate Gilles Meloche, director of Louisville Metro Animal Services. He has taken a once well run department and brought it very low. This also puts a bigger burden on privately run organizations like the Humane Society who are doing a good job. It is amazing how top level city employees like Meloche can get away with anything but lower level employees can be fired for being whistle blowers.

    Sounds like there’s an organized effort here to get this Meloche person.

    Myself, I nominate Joe Prather, Mike Hancock and Chuck Knowles, with former appointees Gilbert Newman and Bill Gulick thrown in there. In their zeal to cut back on KY highway projects, they put the two bridges crossing the lakes in western Kentucky in grave danger of having to go back to the starting block. Thankfully wiser heads prevailed and Gov. Incompetent got to announce the design a couple of weeks ago (featured on this blog) but Prather and his merry band of idiots, past and present, put that in jeopardy through what they are calling “practical design.” Funny though that when Newman and Gulick got canned (undeservedly so, based on what transpired, IMHO) the concept of practical design died with them. Good riddance to a bad idea.

    Dear Conservative:

    Maybe if Meloche came and kicked your door in without a search warrant, seized your pets based on your not complying with a provision of a current law which only exists in his mind (not in the actual ordinance); impounded your animals and then demanded an extortionary fee ($1300 or more–also based on fantasy rather than billable fact), insisted on performing a spay/neuter on your pets before he would release them to you and then, after you got them home, they all became seriously ill and you were faced with vet bills of $600-$800…then you might not write something so insipd as “there’s an organized effort here to GET this Meloche person.”

    Hopefully, you won’t be charged with the “crime” of not having a dog license and, like a young man in Louisville, end up with over $2,000 in penalties and attorney fees, be forced to appear eight times in court and end up with a civil record and both your dogs euthanized. All for $100 fine. That’s what I call a public servant.

    Or, how about this one? In a time of severe economic hardship for so many in Jefferson County, let’s appoint a man who is NOT LEGALLY QUALIFIED UNDER STATE OR LOCAL LAW to a director’s position, and ignore his failed job history in the US, his guilty plea to multiple counts of dispensing ANABOLIC STEROIDS without prescriptions or required recordkeeping and pay that incompetent boob $100,000 of taxpayer funds.

    And, when he applies for his Veterinary license in the state of Kentucky and lies on his application, let’s not investigate that and give him the authority to dispense drugs. Sounds like a plan to me!

    Oh, and let’s not forget he also lied on his vet app about a malpractice case in Canada and let’s tally the dead animal body count, shall we? Recently, the shelter suffered a panleukopenia outbreak (the cat version of Parvo), and all the cats (over 100) in the facility had to be put down. However, Dr. Strangelove apparently forgot the healing powers of Purex, and nobody sterilized the area before they put the next batch of cats in. Guess what happened?

    As Gomer used to say, “Surprise! Surprise! Surprise!”

    I’m only glad Meloche wasn’t an OB/GYN, because someone would surely find tiny body parts in his basement. The guy is beyond revolting!

    Dr. Gilles Meloche – hands down (or poo up) – for all the reasons noted above! Maybe Mayor Jerry (no longer “Mayor for Life”) will take this guy on a ride down I–64 to Frankfort – and throw him out on the side of the highway.

    In fact, Dr. M is so deserving of this award that it should be renamed in his honor. On second thought, maybe not! The sooner he’s run out of the ‘Ville, the better (and back across the border into CANADA!).

    WHOA! Just when I thought Meloche couldn’t possibly get any more stupid! Let’s take a facility designed to hold 200 animals and cram it with 500-600 on a regular basis (puhleeze don’t fall for that “seasonal overcrowding” line of BS!), then let’s ignore previous wind & ice storms and not consider formulating ANY emergency evacuation plan. Now, let it start to rain really hard and let’s not bother to think about what it might take to move 600 animals out of here if that keeps up. Instead, don’t do anything until the water rushes in and they start to drown in their crates (WTF?). Now, let’s get the Jerrmeister on TV to look pitiful & beg for help to once again cover your incompetent, overpaid, lying, ignorant bee-hind when, instead, YOU as director, should have been out in the community HELPING THE PUBLIC SAVE THEIR PETS FROM DROWNING–NOT THE OTHER WAY AROUND!

    I think we are completely overlooking the Honorable Dan Johnson, District 21 Councilcritter. Rarely is this guy able to pull a coherent thought together, but when he does you miss the point he is trying to convey due to his huffing, puffing, and arm swinging (case in point, his debris removal press conference).

    Better yet, there is his third-grade reaction to LEO’s article indicating he is highly vulnerable going into the 2010 elections – which is spot-on. Sure Dan, everyone likes you….we get it.

    Again, Gilles Meloche for his total incompetent handling of the flood as a result of the rainstorm. He was informed in writing by an employee several months earlier that whenever it rained the place flooded and they needed to prepare an evacuation plan since the facility regularly held 500-600 when built for 200-250 and evacuation would require a complex plan. No thank you said MBA DVM BFD Meloche- we will do just fine. That’s okay if you like to watch poor animals drown….(hear that there were many more than reported). How about the poor people who brought their puppy to be neutered at LMAS Tueday morning and that puppy has somehow disappeared? What about his total lack of a plan to help the community from drowning animals? Sorry- too busy with no effective plan. When will enough be enough? We need a triple poo award for this clown.
