    The 8664 dude needs to take a chill pill and get educated. The feds have to approve placing tolls on an existing interstate, and so far they’ve been reluctant to do that. The approval of FHWA would be required to put a toll on the Kennedy Bridge. Pennsylvania has been trying to toll I-80 for years now and that idea’s gone nowhere. Same will hold true for the Kennedy Bridge on I-65, no matter what the state or local officials want.
