Governor Steve Beshear just issued an amended call for the special legislative session.

Directly from the call:
- The enactment of legislation creating the authority for interstate bridge construction projects with Indiana and intrastate mega-projects.
- Enacting legislation related to the organization, operation, governance, and regulatory authority of (a) the Kentucky Lottery Corporation (b) the Kentucky Horse Racing Authority and (c) the Kentucky Equine Breed Authority; enacting legislation related to the allocation, distribution, appropriation, expenditure, and taxation of lottery revenue and equipment; and enacting legislation related to (a) property taxation of motor vehicles (b) taxation of active duty military compensation and (c) taxation of the equine industry; and declaring an emergency.
- Amending or repealing only those provisions of the Kentucky Revised Statutes specifically necessary to implement the subjects and provisions of this amended proclamation.
With both the House and the Senate in recess until 6:30 this evening, Frankfort is abuzz with rumors about whether or not casino gambling legislation can get out of the House and into the Senate. The consensus is that absolutely no one has a clue.
